The Administrative Appeals Tribunal (AAT) conducts independent merits review of decisions of the Department of Home Affairs, including visa refusal and appeal. Not all decisions can be reviewed, and only certain decisions are allowed to be reviewed under part 5 of the Migration Act 1958.
