First, I went to another visa agent, but a Singaporean agent only made me hopeless. He just blamed me "You should have come to me earlier." After that, I went to Indeed Visa. Mr. Chandan said that the nominations would be resumed with confidence. His words really encouraged me. I proceeded as he advised, and finally, 491 visa was granted! It took 1 year and 4 months.
